I had to call Amex about something and was offered to upgrade my Amex ED to the EDP and get 25k for spending 2k, can I take advantage if I had the EDP sometime in the past?

Usually not.
If we use the selling points value of the points, you're paying 3 cpp (cents per point) while making less than 2 cpp.  Although if you use the Sapphire Reserve for travel, you get x1.5 so its  close to 3cpp.
If you end up redeeming the points for a value of more than 3cpp, then you're ahead,  But until you know how you'll be using them....

One more point (pun intended)
There are times that Visa gift cards can be bought for more than 1 cpp. For example, buying them at an office supply store with your Chase Ink card.  Then you use the Visa GCs to pay the tuition, etc.  So you make 5cpp (Ink at office supply) and pay 3cpp+ cost of GC.
