If my chase due date is today, can I send a payment from TD bank for itr to post on time ?
Schedule it as a pull from Chase.  Not a push from TD.  Then it counts as being paid today.
Correct. It may not post today but should count as if you paid today.
I'm not who you think I am.

I heard recently from a few people that when they apply for a new Amex card they are getting a message that "based on your history with american express .... you are not eligible to receive this welcome offer" even though they didn't have that card and didn't abuse the system.
Is there a specific criteria that triggers this message and is there anything to do to stop receiving this message?

Look up the Doc post on this. Not really any concrete DPs on what causes this, or how to avoid it.
Memories last forever, make them while you can.

Thanks!
It does seem from the comments there that regularly spending on Amex cards could help.

When Amex closes a card with a 0% APR welcome offer (due to a FR) do i need to pay the balance in full or could i still make only the minimum payments without interest?

They likely have the information in the small print they sent you, or in your account when you log in.

I am asking for a friend who would like to know in advance if he should apply for a new 0% APR card.
I guess its a simple question, does the 0% APR welcome offer continue on a closed account?

Look at the language that comes with a new amex 0% offer, if you can find one.

I know there are credit cards that don't charge a foreign transaction fee. But how do I know which ones give the best currency exchange rate? Meaning, do those that waive the foreign transaction fee just make it up by giving a worse exchange rate? Are certain providers better than others when it comes to exchange rate?

There's a Visa exchange rate that should be the same across all Visa cards.
https://usa.visa.com/support/consumer/travel-support/exchange-rate-calculator.html

And for MasterCard: https://www.mastercard.us/en-us/consumers/get-support/convert-currency.html

On Citi cards, I have seen that the exchange rate in effect when it posts is the one that they use. So you may see an authorization when you make a purchase in the amount of the transaction based on the exchange rate in effect at that moment, but the final posted charge could be more or less, subject to subsequent fluctuations.

Now you can use the links I posted to compare some sample dates and see if one is consistently better than the other.

ETA: I understand that your question only involves transactions that are charged in a foreign currency. I just want to point out that some US credit cards have a different foreign exchange fee for transactions charged in a foreign currency than for transactions charged in US dollars.
