Are the promo of 0.00% promotional APR on all new purchases usually only on new cards only or on existing cards as well?
Can sometimes be a targeted offer via email/mail.

Can't hurt to, but not needed. It may get flagged as fraud either way.

Doesn't matter the amount, it's all depends on your usual spend ...

But even if you get a fraud alert, it's nada, you will need to confirm that's you and that it.

Won't matter if you let them know before. If it's an amount that's a lot more than you're usual spending pattern, that's a red flag. It will also matter if it's a new card - be more careful as more attention are paid to those.

It's not a brand new card account but was downgraded to business unlimited lately, is that also considered like a new card?

Letting them know appears to not do anything. I'm not even sure if it is stored anywhere, because it won't stop fraud alerts and when they call you to verify they don't seem to see that you let them know ahead of time.
Maybe to cut down on customer service calls, or  to put people at ease because for most people calling in purchases will go through regardless.

afaf if he has  a no annual fee Barclay aviator if he  wants to apply for a aviator on top of that  to get the sign up bonus again or should he  close the no annual aviator first? this was a no annual aviator that  was downgraded from previous sign up bonus aviator card .thank you in advance

I don't think your business card is relevant.
Any money you earn is income and the government wants to tax it.  Sometimes people don't tell the government about income they receive. (cash, off the books...)
