Do I stand a chance of getting back my money if I dispute a charge from a tailor who messed up a jacket of mine (it's not wearable anymore for anyone who has a discerning eye for clothes), just to recover what I paid the tailor at least? Paid for it with Amex SPG.

My friend bought two round trip tickets from NYC to TLV from a random OTA on a Chase credit card. After he completed the order the website page never showed any confirmation number or any indication that the order went through. He also didn't receive any email from them. With no indication that the order went through he assumed that it didn't work and went ahead and bought tickets from a different source. 10 days later he received an email from the original OTA that his flights had been changed...

He filed a dispute with Chase but the website claimed they sent an email at the time of purchase and the tickets are non-refundable so Chase sided with them.

Is there anything he can do at this point?

Can they prove they sent the email?  Have Chase ask for it?
When did the charges post?  At the time of sale or 10 days later?
