AMEX Blue Sky targeted offer

On or about September 15th of this year I applied and was accepted for my first 3 AMEX cards, the PRG 50k (targeted), SPG regular, and Delta 45k. I also got 2 Chase cards in the past 6 months, so I have 4 hard pulls in the last 6 months (3bm didn't completely work, some applications got frozen). I just got an offer for AMEX Blue Sky for 400$ in cashback travel expenses back after spending 500$ in 3 months. It's also a free card, a good way to build history with AMEX given that I plan on churning the other cards. My question is, is this too risky? Will AMEX likely reject me or even worse, initiate an FR for the 4th app in 2/3 months? I should add that by the time I have to apply I will not have necessarily paid any bills from the SPG or Delta because AMEX their statement dates to late November (long story), the time my targeted offer expires. Please advise.

Some cards allow you to use your points as a statement credit toward qualified travel purchase. One of these cars is American Express Blue Sky card. How does redeeming blue sky points work ? Do I have to book from A specific travel website and it only works for flights?
Or I can charge any travel related charge and apply a statement credit like chase sapphire card ?
If so. E-ZPass or Uber qualify for this travel credit ?

any travel charge can be redeemed in 100 dollar increments. even less than 100 dollars can be redeemed but it will still be 7500 points
