Sorry, I didn't mean "mouse over it." I meant that when you click on the Secure Message Center, and the box pops up, sometimes you need to click back and forth a few times from the envelope icon on the top, and then to the words "ask a question", in order for the message "Need help? Chat now" to appear. It usually works right away, but I've found that when it doesn't, just click around a bit.

It seems to always pop up when i press pay bill.

I tried for twenty minutes today with no luck. My wife's account has a chat link on the "account home" page.

Just got to the 'pay" page, wait a few minutes it will pop up the lower right side

Try and open payment page and wait.

The quickest way for it to pop up is on the payment screen, since they are all about straight cash, homie.

Not sure why no one mentioned it, but you can access it by clicking contact us>online>start chat.
