Likely would grab a bite to eat in both.
If just that and no other touring, and you really don't mind the extra leg, then QR looks pretty sweet. Otherwise, definitely Option 2. Why not see as much as possible once you're leaving the airport.

In that case I'd do 2A

I'd tour LHR a bit more I guess, but wouldn't go crazy. I toured LHR last year during a daytime layover, and I'm not itching to do much more.

I plan on going to Al Safwa too, but the main draw for me are the rest rooms I plan on overnighting in. For just ~4 hours it may not be worth it. QR F OTOH may be, especially given you don't need the extra time in LHR.

Not sure what you're asking, but if I do QR F, I'm getting Al Safwa and vice versa.

Would not pay extra just for lounge.

Also, "Qatar Airways will also reveal its new ‘super business class’ seat in November this year, featuring sliding doors to convert it into a suite-like private cabin."

Still would prefer EY and EK on that route from the reviews I've read and seen of the QR A380.

Upside to BA: Saves 20K
Downside to SQ: Pay extra 20K
Downside to BA: Will have to pay $10 per 10K to extend 60K for 6 months (so $60), LGA less convenient

Tough one, but I'd go with SQ from EWR. Less driving with a baby could be easier.
