What I meant was she would've been long gone. It's possible it was a neighbor/ someone who knows the family. Or there might be some family issue here. She should still go to jail for taking the kids.

Ok. It's just an hour per block makes no sense. Was she still heading away or was she coming back ?

Possibly coming back. I'm assuming that she is mentally unstable and either was originally planning to bring them back, or was spooked by the helicopters and patrols.

It doesn't take away from the fact that she kidnapped the children and G-D knows what she could have potentially done.

Seems to have been one big misunderstanding. Idiot lady thought it was ok to just take the kids to the park without getting permission first.
