Both.
Their voucher system was a PITA, now their booking system will be more like other airlines. Bad because you can no longer take vouchers to the airport

It used to be that I issued a ticket in someone's name, and then I had 21 days to attach it to a voucher, and I had time to transfer Amex points or HAS points into my elal account during those 21 days (I believe).

With the new rules, if I don't have enough miles when doing the booking, how will I be able to transfer miles to have enough? Wont I be required to already have all miles right away in my account when I book?

you will still be able to hold. Just when you actually book you won't have to issue a voucher just book directly

Old news - but here is the good news

Quote
    Vouchers for bonus or upgrade tickets that were not ticketed by December 31, 2013 will be canceled on January 1, 2014 and the points will be returned to your account.

    The validity of points for vouchers returned to your account will be as follows:
        If the validity of the points is later than or the same as the validity of the voucher, the points will be returned with their original validity date.
        If the validity of the points is earlier than the validity of the voucher, the validity of these points will be extended to the voucher validity date.
