I have a deactivated  Android cell that I want to set up to use at home as a spare phone, taking advantage of the wifi. What is the best app/program for free domestic calls using wifi?

skype maybe?  Something like google voice still uses the cell network and will not work. It has to be an internet call.

I am looking into 'textnow', and wanted to know if anyone had feedback on it or any other FREE service that would allow wifi/internet calling, to ANY domestic #.

Talkatone or grooveip use your Google voice number and will work. That is, until Google stops it in May
