no. but i did do a test by logging in to my family computer back in the US using logmein. I then logged into my gmail remotely - and the call phone option does come up. I'm assuming that using a US proxy would have the same results.

It seems from Google's wording "Make free calls to the US and Canada in 2010" that they may start charging for this soon, perhaps as soon as 2011.
