When I call from google voice does the same number show up every time? And can I block that number? Thanks

If you have a GV # that number will always show up.

As far as blocking I just tried calling dialing *67 and it didn't work, it prefixed that to the number being dialed and dropped the last two digits instead of *67 123-456-7890 it did 671-234-5678.

For domestic calls usually it will show your number  (I've had at least once when someone told me a different number showed up). For International, there are definitely other numbers showing up. I don't know if there are any specific rules,  just my experience.

You can use sipgate with a Google voice acct. for free incoming and outgoing phone calls from your computer or other device. It's all explained somewhere in this thread.

BTW Gizmo5 sip seems to still be working

sip gate is cool I find their business option very interesting (they give you separate numbers and or extensions to ring on different phones) I just signed up today and am figuring out it potential. Many of its features are already found in GV though.
