Applying for Chase Card Out of USA

Has anyone recently been having problems applying for chase CC's out of the states.

I am in Canada and I get a message saying that there is a server error.
I tried numerous times on different computers, Incognito, Diff. CC's and it says the same thing.

Is there anyway to get around this?
Should I try hotspot shield?

I applied in Israel for chase explorer and got approved instantly.

I did also numerous times from canada until this week.
The Southwest app and the chase freedom both got a msg saying server error.

ive had no issues applying for many chase cards whilst overseas
i did one just yesterday
maybe try a diff browser/incognito etc

I tried Chrome, IE, and Mozilla and nothing worked.
It could be just a Canada thing.

Applied for ink and freedom from canada, No issues

No problems applying from Ecuador.

Hotshield hides ur ip adress

i assume applying out of country can be a reason for a flag, you might get a call afterwards verifying that you indeed applied

Not sure about CCs (unless that's why I've been AAd), but with checking account applications Chase does flag if out of the US. I applied and was told that was the specific reason my app was put in hold.

I applied for a chase checking account from outside the US and it went through fine
