luggage with a hidden city

I'm taking a flight from tlv to yy with a short stopover in phl. How do I go about my luggage? The phl to yyz is a throw away segment.
 Also is it safe to check in online if I'm not planning to take that flight?

No, if you check in online and don't take the segment you might have an allergic reaction.



All passengers landing in the US from a foreign country must pick up the luggage for customs and passport control regardless of final destination.
