booked 2 separate reservations and just called amex and they said the merchant didn't even run the card no attempt or pending and on united website they're confirmed but not ticketed

The booking site does not load the fares, United does. They use Amadeus to pull the fares. I checked Amadeus and Amadeus is adding the YQ. There is something wrong with their website and I have no idea what it is.

This is not the airline. This is an outside website that is doing something wrong, it is not your classic mistake fare. I can not see why US DOT regulations would protect the consumer in this situation.
