I suspect it won't matter - all flights departing the US are covered by the rules. UA will have some sort of contract that allows recovery for damages from Wideroe.

The rules don't care about who the ticket is plated on, nor do they care about who issued it. What it cares about is that the flight leaves the US. Wideroe might say "hey, we're not within the DOT's jurisdiction, so, cancelled!." If that happened, the DOT will say "United! This guy/gal had a ticket for your flight leaving from the US. I don't care who issued the ticket, nor who cancelled it... they have the right to be on that flight! Give them a ticket now or face a hugggeeeee fine!" United: "OK DOT, tickets reissued. Hey, Wideroe, we just lost a shitload of money because of your mistake. You see this contract that we have with you that says you have to give us money for your mistake? Yeah, we're invoking that. Give us that YQ now." At this point Wideroe will: a. pay UA, issue is done with; b. refuse to pay, and then UA takes them to court for breach of contract, and will get their money there; or c. Wideroe will lose in court, not have enough money to pay back Wideroe, and will declare bankruptcy... UA is out of luck and will have to suck it up.

All good and dandy except that YQ goes to ticketing carrier, not operating carrier.

That's how UA can sell award tickets on partners without YQ while partners sell UA awards with YQ-and get to pocket it.

And that's how people used to buy rev BA tickets from LAN without YQ and how LAN still does BA awards without YQ.

If WR cancels the tickets, then UA doesnt have to transport you. If I buy a ticket from a travel agent and for whatever reason the TA cancels, then UA doesnt have to transport me.

Its like UA getting a order to transport you. When the person who placed the order cancels, they will not transport you. They dont have to, as you dont have a valid Voucher for the flight. UA will say, sorry, but we didnt cancel it

Exactly if UA cancels, then its something else. But here UA is just getting a order from someone else to transport you. They will do it as long as you have a valid Eticket, if the Eticket is cancelled, you have to speak to the person who booked it for you. Its almost like paying for a flight with CC, cancelling the CC charge and telling UA, you still have to trabsport me under DOT reg. as I had a ticket

So I'm not sure, if you can convince your friendly TA to cancel and not tell the UA why it was cancelled, or to tell them the pax didn't pay for the ticket, why it wouldn't be the same thing as here?

They're simply the camel in this situation. Not the one collecting the money to ride the camel.
