Lately I've seen the chabad corporate give rates at least matching usaa, and sometimes better.

I think its one of the first 2. In my profile at hertz it just comes up as chabad, so I'm not sure. Try them.

Used Avis w/ the Citicorp corporate code for underage fee waived and the free upgrade code in LA and worked perfectly.
No ID was required.
