According to the official t&c:
"No additional driver fee for spouses, domestic partners and children of USAA employees and members"

Can one still signup for USAA if not a mmber of the military or related to one? Just tried setting up 2 people and got error msgs to call. After half our on phone was transferred to department that was closed. Their flight is tomorrow morning. Any advice?
