Best miles to rack up for business class to Israel?

I have both a Chase Preferred card and an SPG card that I use to rack up miles.  Which is best to try to build up if I want to use miles to fly business class to Israel?  I was originally thinking to use Chase and transfer to United, but with the mileage rate changes, that doesn't look so good anymore.  Which of these two is the best card to spend on in terms of transfer options for miles to Israel?

I like SPG. If you got to dansdeals.com Dan has written a very clear report of which cards to use when.

Thanks for your response.  I know which card to use based on what I'm spending on.  I'm asking which card is best for transferring to miles to fly business class to Israel.  What airlines does SPG transfer to that are better regarding mileage to Israel than, let's say, a Chase card?

I'm confused by this ratio.  That means for every SPG point I get 2 United miles, or I need 2 SPG points to get 1 United mile.  If it's the later, than that sounds like a bad transfer.

Yes, I meant from NY.  That was very "NY like" to assume that this was clear.  :) 

I wouldn't mind either option.  Just looking for whatever would be the best use of business miles and trying to figure out which of the 2 cards I should put my spending on - the Starwood card or the Chase cards?
