Considering that this is going to be a sunset shoot, Bear Mountain is really on the wrong side of the river. The other side will have much better light and views.
That's why I'm thinking we should do Hudson Highlands State Park instead. It's on the other side of the river, a couple of minutes north of the Bear Mountain bridge (it's straight across of West Point).
We start with Indian Brooks Falls, which is a nice waterfall a short walk/hike from the parking lot. We'll be able to try different compositions and experiment with getting the silky water look with slower shutter speeds.

For sunset we'll head over to the Constitution Marsh Sanctuary, which is right down the road. It's a large marsh and bird sanctuary overlooking the Hudson with a beautiful background of mountains. There are boardwalks throughout, and the sun will set right over the mountains and reflect in the water.
Sunset is at 7:49, but the trails close at 6. I've arranged special permission from the Audubon Society for our group to stay after hours and have the entire place to ourselves.
