It is unlocked by default for voice and text but Verizon blocks you from changing the APN in order to use other carriers data, if you root the phone, there are many ways to make it work with any GSM carrier.

IIRC Verizon released a software update and you are now able to change the APN from the settings menu.

When the 4.3 update will be released that will work, but as of now it is on software version 4.1.2 and it doesn't let you change the APN by default.

I'm not following all the tech-talk. Can it be used fully, in Israel?

It can, but for now you will need to have the phone rooted and use an apn changer app, hopefully Verizon will release the 4.3 update for this phone soon and those steps won't be necessary.
