TD and CS do not charge Forex or ATM fees (nor if you swipe).CS refunds fees automatically in the US (no minimum bal) but out of country you must save receipts if charged (most bank ATMs in Israel don't charge a fee, however, there are exceptions for example ATM on Bar Ilan by bus stop to Bnei Braq).

idk if this is what you wanted, but after you get a debit card that doesnt charged for atm withdrawls & no foreighn trasaction fee (like td bank) there is a free atm machine on kikar hashabbos in geula (bank hapoalim), & on the corner of givas moshe & ohalei yosef in shmuel hanavi area (mechentile bank)

as stated above 95% of bank ATMs are free in Israel (since the fee structure in Israel is different).

when I went in to pay off my CC with some coins ;-) , I was given something about their free checking and when I asked about withdrawls from Foreign ATMs I was told its $5 each time and nothing else.

due to the accts I have at Chase I get 4 free withdrawls per month and only pay a 3% fee, so as long as I will be taking < $170 altogether (cant remember the last time I did an ATM withdrawl Overseas) Chase is a better deal for me

If you open a brokerage account with Schwab they give you free checking that reimburses all ATM fees, including international ones.

Note  the following from the T&C:

Quote
2. Unlimited ATM fee rebates apply to cash withdrawals using the Schwab Bank VisaŽ Platinum Debit Card (also referred to as a "Check Card" or "Visa Check Card"), wherever it is accepted. ATM fee rebates do not apply to any fees other than fees assessed for using an ATM to withdraw cash from your Schwab Bank account Schwab Bank makes its best effort to identify those ATM fees eligible for rebate, based on information it receives from Visa and ATM operators. In the event that you have not received a rebate for a fee that you believe is eligible, please call a Schwab Bank Customer Service Representative for assistance at 1-888-403-9000. Schwab Bank reserves the right to modify or discontinue the ATM fee rebate at any time.

Bank Direct?

According to this page (ATM tab) it's limited to four transactions in the use:

Quote
The BankDirect VisaŽ CheckCard also allows you to access ATMs worldwide. Unlike many banks, we do not charge for ATM usage. However, some ATM owners apply a fee for use of their ATMs. BankDirect refunds up to four (4) ATM transaction fees, at $2.50 per transaction, per statement cycle (from United States locations only). The rebate will automatically appear in your account in the form of a credit.
