Here's another thread on the topic, the option I posted about is still available:

First Republic Bank has free intl. ATMs (and free incoming wires), but they charge $18/mo. if you're below their $3,500 minimum.

Is it fair to assume they give a decent FX rate, or do I need to check? Anyone know of any other banks (not mentioned yet in this thread) that still offer this?

IIRC usaa doesnt charge for the first few atm withdrawls per month, although they might charge 1% forex fee. it may be annoying to get money in and out though

USAA definitely charges a 1% FOREX fee

The link is right -- it's the info page as well as beginning of the application.

Looks like Schwab is definitely the way to go -- spoke to both them and TD.

1) USAA -- charges a 1% forex fee
2) TD Bank - requires a minimum of $2,500 deposit, and they limit how many Non-TD Bank ATMs they will reimburse per month
3) Schwab - no minimum to open the checking account, no ATM fees for use of ATMs here or abroad, no Forex fees, and no limit on the number of non-Schwab ATMs they will reimburse each month.  Debit card will work with Foreign ATMs with Visa or Plus logo.

This may change over time -- but at the moment, Schwab barely has any "branches" of its own (the Bank is not the same as the brokerage, and those offices don't count), so they are being very aggressive in allowing you to use the ATMs of others.

Look at that -- a discussion thread that can start AND end on topic, without any digression along the way  ;D

Thanks to those who posted.

Penfed has no Cash advance fee or Forex fee on their cards. Immediate interest will start however with probably a min. monthly interest amount. I had recently found that my Sapphire only had .7% conversion fee from an atm withdrawel in China.

Couldn't find a current forum thread with this topic....

Anyone have advice for an account to set up in the US that has no fee ATM use in Europe (including no foreign exchange fees)?  And preferably one that rebates fees potentially charged by foreign banks for the use of their ATMs?

The only one I found so far is Bank of America has an alliance with several European banks for the use of their ATMs in Europe (like BNP Paribas in France and Barclays in the UK) -- but they have no alliance in Italy or Switzerland.  Looking for France, Italy, and Israel primarily.

I heard that TD Bank and Schwab have checking accounts with rebates of foreign bank ATMs, but that TD may have discontinued that.

And in all cases, I assume they charge the wholesale interbank exchange rate -- similar to the way AMEX Plat, Crap One, or Chase Ink Bold would work if charging something in a store.

And by the way, something I have done a few times in foreign countries when I needed cash and wanted it at a favorable exchange -- I waited online in a supermarket for someone who had cash in their hand, and offered to pay for their groceries with my CC and take their cash.  In Budapest one time, I ended up with a bit too much Florints as I underestimated how much food she had in her hands.

Any current suggestions on ATMs would be appreciated....
Someone can try to search, but I am 100% sure that this was discussed in the very recent past, with links and all.

Elikay - Not sure ho you defined the very recent past.

To repeat the OT posted by me, I did search, and there is a thread on this topic, but it has been off topic for around 6 months.  There were two threads that were merged -- one for Israel specifically, one general.

The combined thread was active back in December 2011, with two comments in 2012.  The recent discussions involve moving large sums of cash and having the bank become suspicious, and have nothing to do with the basic question posed.

And here I thought this thread would stay on topic....  :'(

Here's a link to the other one....guess your time is too valuable to search  ::)

I dont think Geulah has that option but you could go into the bank and withdraw US$ using your ATM card. I did it years ago at the Kikar shabbos branch.

Are you kidding? I doubt the Israeli banks in NYC (e.g. Leumi, IDB etc) have one.

All kidding aside, many banks do sell/exchange them. During business hours of course and for nice fee.
