This comes from the Charles Schwab Checking Account website:

What do I get with this Investor Checking account?
Unlimited rebates from any ATM worldwide1
The link is right -- it's the info page as well as beginning of the application.
Looks like Schwab is definitely the way to go -- spoke to both them and TD.
1) USAA -- charges a 1% forex fee
2) TD Bank - requires a minimum of $2,500 deposit, and they limit how many Non-TD Bank ATMs they will reimburse per month
3) Schwab - no minimum to open the checking account, no ATM fees for use of ATMs here or abroad, no Forex fees, and no limit on the number of non-Schwab ATMs they will reimburse each month. Debit card will work with Foreign ATMs with Visa or Plus logo.
This may change over time -- but at the moment, Schwab barely has any "branches" of its own (the Bank is not the same as the brokerage, and those offices don't count), so they are being very aggressive in allowing you to use the ATMs of others.
Look at that -- a discussion thread that can start AND end on topic, without any digression along the way
