Even though the card has a certain ATM withdrawal limit the ATMs in Israel allow less generally, correct?

Capital One 360 has a $1k a day limit. I've withdrawn the full $1k many times in Israel.

The random private ATM's tend to have a limit of around 400 shek. Banks generally don't have that limit and I never had an issue taking out the max

Let's put together a list of banks which accept foreign ATM cards and a list of banks which don't.

Banks which have worked for me:
  • בנק הפועלים
  • בנק לאומי

Banks which haven't worked for me:
  • בנק פאג"י
  • בנק ירושלים

Private ATMs are also more likely to charge a fee which may not be reimbursed by your bank. Bank ATMs also have limits. Using my Cap360 ATM card I have been able to get only up to 1,000 shekels at one certain location of Bank Hapoalim, around 2,000 at another, and at Bank Leumi I've done my daily $1,000 limit in one shot (close to 4,000 shekels).

I use TD so I get all those fees reimbursed

No limit?
I have a Capital One account (not 360) which offers free international withdrawals and reimburses up to $15/month for fees.
