There are some different ways that the US banks deal with exchange rates even when they're giving you the inter-bank rate. For example when I withdraw on my Capital One 360 ATM card the rate is set on the spot and it's final. When I use my Capital One (non 360) card my account shows a tentative $ amount for the total withdrawal but the rate is finalized a day or two later when the transaction posts, similar to the way it works with credit card purchases.

Withdrawal limit is the lesser of the ATM's limit or your bank's limit.
If you withdraw the same amount at the same minute from Poalim or Leumi or any other regular bank ATM using the same card, the $ amount should be the same.

You can still get USD in leumi? Thought they stopped that a while ago.

Please explain.  You are drawing dollars cash out of a Leumi ATM, choosing to be billed in shekel at the rate they choose and the charge to your card is the dollar amount you withdrew?

When it worked you could just withdraw USD as USD and it debited your account USD.  No rate involved.

I'm referring to when choosing to be charged in ₪ it posted at the exact $ value and the amount of ₪ showed on my statement

I saw a new ATM attached to the wall of my local post office. It appears to be Bank Hadoar property (as opposed to private). It was not yet operational. I'm wondering if anyone has seen such machines up and running and tried one out with a US ATM card.

ATM's must be getting obsolete... if the Doar is already getting them.

Don't think for a second that it'll be free... not Bank Hadoar.

PS: I'm sure they'll find a way to make you spend time in the waiting room before using the ATM

And exact same as 360 capital one.
  Only reason why I would pick td over all these as I can have the ability to send money from another td account or chase account which have a quickpay (send money), and allows me to receive the money instantly.

  Wonder if the banks in Israel have an exchange fee which they tackle on with out telling you like seen in the q/a on the link above.

Is there a foreign currency fee at ATMs outside of the US?

If you are travelling abroad and incur fees from a foreign ATM, those fees will be reimbursed. Any type of currency fee, however, will not be reimbursed.

Didn't know that, sounds like I will be opening it and will be doing some comparing with the rates when I'm back in the holy land.
  Want to see where and which banks or cards are charging me the few dollars each time.
