Find someone trustworthy who wants to get $ to here and have them write you a check or transfer to your US account. Alternatively, you can trade it for a check/checks at a money changer. Make sure to deal only with someone especially reputable.

I just opened a Schwab brokerage account so I could use their ATM withdrawal option. Is there any reason why I would also need their checking account option or is the brokerage enough?

I have a TD Bank credit card and was wondering what currency exchange rate they charge you at, I seem to see on my statements that I sometimes get charged at about almost the official exchange rate (one basis point less) and sometimes I get charged at an exchange rate about 3 or even 6 basis points less for example at an exchange rate of 3.49 I got charged at a rate of 3.43 (July 30 2019).
Does someone know how to explain me this?

The rate is typically set sometime after the purchase up until the point of posting. Not so clear exactly when but not exactly at the moment of purchase.

Someone just posted this on a local forum.
"Where is the best bank to use a US ATM card? Has any recently used the ATM at Bank Leumi with a US card? It seems they are starting to charge a 13.9 shekel service fee."

I asked "Did you take their "offer" of exchange rates, or did you choose to be charged in Shekels?"

The response "Shekel.
I did not choose to 'convert'
I received an email from someone else that they had the same charge.
I have a capital one card.
On the statement of the card the amount taken out is one sum.
When I click to see details it is broken into two 'amount' and 'ATM fee: $4.05'
This has nothing to do with Capital one.
It’s bank leumi.
Are other banks are doing this as well?"

It does not!
I check the rate online and withdraw a little more i then check the exact amount withdrawn from my account!

as of the past week or 2, they started charging 13.90 nis per withdrawal, with a maximum of 2000 nis per withdrawal.
bad news.
as of now poalim and discount banks are still allowing free withdrawals.
if anybody knows of other banks that allow free withdrawals, please post

In my locale Leumi is the only option and recent reports say they added a fee.
It's been a while since I used Poalim but I remember their limit being like 2K. Mizrahi and Discount/Mercantile I think let me do 4K.
Pagi and Bank Yerushalayim never worked at all.
