If I have chase private client am I good using my debit card for withdrawals in israel or I'm better off using something else?

Do you get charged atm fees or they cover that with the capital one?
If you use a private ATM then chances are you'll get charged a fee. (It will basically come as an increase to the amount withdrawn. Meaning, for example, if you withdraw 500 Shekels then your bank will show a withdrawal of 505.) In general if you use an ATM at a real bank then there won't be any fee.

Capital One 360 doesn't charge for using a foreign ATM. No ATM fee. No foreign transaction %. And, you get basically the spot trading rate on the currency exchange (like the rate you'd see on xe.com).

I'm just curious why someone here would want to take USD out of a US account instead of Shekels. (Of course I understand that there are situations. I just mean as a regular event.)
