I'm just curious why someone here would want to take USD out of a US account instead of Shekels. (Of course I understand that there are situations. I just mean as a regular event.)
Some pay their rent in dollars.

With cap1 360 I could take out money at any atm and not get charged any fees at all?
Almost any bank-owned ATM of those that accept foreign cards. (Watch out for the Poalim machine at Bar Ilan & Shmuel Hanavi in Yerushalayim.)
I tried my American ATM card in Leumi in Modiin Mall. There was no option for $ or EUR. It tried getting me to convert at a ripoff exchange rate. I found the option to be charged in ILS and then it went through on my end at a normal rate.
If USD or EUR is offered at that ATM, there should be a sticker there, but sometimes they're just out of it.
