ATM fees in Israel don't get reimbursed, since it doesn't show up as a fee

I have gotten refunded but either way bank ATMs dont tend to charge anything.

Don't think I ever got the rate which was on google or Xe, hapoalim always seems to add a bit of a fee when taking out even though it's known to be fee free.
 I use the atm outside the bank but inside, not on the street.

Just used Hapoalim, was the same rate as xe.com. Maybe 2 pennies off. Cap1 360.

Don't know if it makes a difference but I used TD?
 Would love to use someone's capital one and take out 100 shekal and do the same from my td card and see what the rates are.
 Or im just going to open a capital1 360 checking accnt when I have a chance(any bonuses now for capital one?)

Rate is determined by Visa or MasterCard and closely tracks the mid-market rate. However they do not seem to update in realtime, so there can often be a lag. In normal circumstances, you should get within one agura of the mid-market rate.

Around 3 weeks ago went to bank hapoalim, TD Premier debit card, used the ATM outside of the actual bank but inside under the roof of the building meaning it wasn't on the street but it was in the inside like all ATMs are that are not inside the actual bank but on the outside.
I used XE.

About 3 weeks ago the dollar went from 3.38 to 3.5 in a few days.  $7 dollars for 1700 shekel is a difference of 4 or 5 agarot, which isn't an unusual lag when the dollar rises or falls sharply.

No idea. I have been relatively happy with Leumi.

Doesn't matter.  No banks charge a fee and the rate is set by Visa/MC.  Hapoalim might have smaller withdrawal allowance per withdrawal.
