i am not doing anything illegal, so i really don't care if they look, all this money is reported and taxed. I was more worried about israel taxes, i heard they scrutinize large incoming transfers, and i am not interested in getting them involved. i had many bad issues with Israeli institutions taking money from me.
Also to bring this amount in a lump sum would entail sub par exchange rates plus fees.

If you mean foreign transaction/exchange fees, you can use Amex Plat or Barclay's Harvard Alumni.

They have regulations requiring them to file Suspicious Activity Reports, I'm not sure what qualified as suspicious, but this sure sounds like it might.
A teller once told me that if you ask the bank if something needs to be or is going to be reported, they are obligated to file an SAR, even if its $10. Never verified this info though.

Anyone have advice for an account to set up in the US that has no fee ATM use in Europe (including no foreign exchange fees)?  And preferably one that rebates fees potentially charged by foreign banks for the use of their ATMs?

The only one I found so far is Bank of America has an alliance with several European banks for the use of their ATMs in Europe (like BNP Paribas in France and Barclays in the UK) -- but they have no alliance in Italy or Switzerland.  Looking for France, Italy, and Israel primarily.

I heard that TD Bank and Schwab have checking accounts with rebates of foreign bank ATMs, but that TD may have discontinued that.

And in all cases, I assume they charge the wholesale interbank exchange rate -- similar to the way AMEX Plat, Crap One, or Chase Ink Bold would work if charging something in a store.

And by the way, something I have done a few times in foreign countries when I needed cash and wanted it at a favorable exchange -- I waited online in a supermarket for someone who had cash in their hand, and offered to pay for their groceries with my CC and take their cash.  In Budapest one time, I ended up with a bit too much Florints as I underestimated how much food she had in her hands.

Any current suggestions on ATMs would be appreciated....

td has a very small charge of $2 and its even free if you bring them back your receipts there refund you all the money

TD still has that if you set up an account with 2500 dollars which is the min for that type of acct. They cover 4 atm's per month.

Did not ask but in previous experiences in many different countries there was no Forex fee and a great exchange rate. If you are in the bank find out the specifics if you want.

IIRC usaa doesnt charge for the first few atm withdrawls per month, although they might charge 1% forex fee. it may be annoying to get money in and out though
