According to this page (ATM tab) it's limited to four transactions in the use:

4 is no big deal (how many times do you use the ATM a month) but only in the US...too bad!

Td bank is starting to charge a $2 ATM withdrawll fee from other banks starting march 9th, anyone have any ideas of what to use in Israel. This is what most Americans In israel use!!!
I don't think $2 is terrible, As long as its not a % fee  or a rotten exchange rate

I don't think this would have happened had it remained commerce.

I know $2 isn't that bad compared to other banks that charge $5, but I enjoyed the fact that there were no fees as I don't like to keep $ on me in a bocherim dira!

Bank of America charges $5 per withdrawal. That's pretty annoying!

Schwab is ok, easy to open, but CapitalOne has no such fees and might have signup bonuses (a $400 bonus recently expired).

You didn't quote so I'm not sure who you're responding to. If you check the link I posted, Cap1's site clearly states:

Quote
  • $0 currency exchange fees by Capital One Bank for purchases and withdrawals made overseas.

USAA doesn't charge any ATM fees and they even refund fees that the ATM charged for using a foreign card in them but only up to $15 a month.
they only charge 1% FOREX
