metropolitan commercial bank with branches in BP (1) and NYC (3) no foreign transaction fee and they refund all atm fees worldwide
min. average BAL. $250 if not there is a $5 fee

As mentioned elsewhere, 95% of ATMs in Israel don't charge an ATM fee when withdrawing with a non-Israeli card.  So any card with out a FT fee will do.

Is there anyway I can pay a US amex cc with euro for the exact exchange rate in Israel ? Is there an Amex office in Israel that I would be able to do this ? Someone told me he heard of such a thing but doesnt know much about it.

I can't say for all locations, Rechavia,  Ramot , King george do.

$3. And it's not enough to have $2500 in it.  You need to upgrade to Premier Checking and maintain a daily balance of $2500 to avoid a $25 monthly fee.

I don't know for a fact, but such a thing seems highly unlikely.

There was a time when Amex sent replacement cards to "their office" in Jerusalem instead of mailing them to you in Israel. That office is a travel agency on Shlomtzion Hamalka st. They are licenced to represent Amex in certain matters but are not Amex. They are also not Amex Israel.

amex doesn't send cards to that location anymore. They send it via dhl

Schwab refunds atm fees worldwide, but in ey the banks seem to lump everything together as part of the withdrawal and schwab doesnt refund since they dont know its a fee.

If you save the withdrawal slips they will refund.  They actually use to just round it down to the next multiple of five
