cellcom is part of that alliance...
no clue what orange is doing....maybe sticking to HSPA+

second of all- they have a agreement with the government that they can start off using other peoples networks, but they have to slowly build their own.

I just spoke to a tech guy that works for a israeli company ( he's company builds  brains of phones and then sell it to companies like Samsung,LG etc).

And he told me that the IDF took all the 4G LTE channels and they don't and will not release those channels.

So basically there will not be 4G LTE in Israel.
