I should have you're right.
The article is basically saying that SQ is in negotiations with TLV and they will possibly start flying there on 2017.

What happens if i forgot my SQ pin and struck out all 3 tries, and can't remember the DOB.

Does the 3 tries reset after 24 to another 3 tries?

See availability on their website when checking the individual legs, but not when i check the JFK-Sin route to book it.
is this normal with SQ?
is there even any point in calling krisflyer? even if they change it, can they apply the 15% online booking discount?

Try calling
Make sure to ask them to apply the 15% discount since you couldn't book it online, YMMV

Called married availability but its usually in the reverse scenario.

Did you pay the %10 or booked child a seat?

Also, is it an option -if only one seat is available in Saver -  to have one parent in front with baby and other in Economy or Business?

Low chance of it being instant. If you have the miles sitting in SQ I would book 1 ticket then wait list the second and call to have them try to push it through.

I think it really depends on the route.  I was waitlisted in J for SFO-Sin via HKG for a while and then I waitlisted on the SFO-SIN via ICN (you stop but don't change planes) and was notified of confirmation just a few days later.

At least if you were to do it now you could just look for SFO-SIN nonstop.
