Yes, but IIRC, the FAs have space for more things in a closet in R.

On SQ metal it is. Never tried within 24 hours of departure, but I've done it many times outside of 24 hours and it was always free.

From a blog post about SQ:

In terms of service fees, Singapore Airlines has some of the most decent fees in the industry.....
They don’t charge a fee to change the date on a Singapore Airlines/SilkAir award.....
To completely redeposit an unused award ticket costs you $30.
And if you just straight up don’t show or cancel your award ticket within 24 hours of travel, that will cost you $75.

You'd still need to pay the $30, just not the additional $75.

Should be 57.5k not 67.5k.
