Even if he does have a social, you still have to be a [b/]legal US resident[/b] for most cards.
What happens if someone, say at the age of 30, moves from Canada or some other to the US, gets a Social, gets a Passport and all (basically immigrates or naturalizes), what makes you a "Legal Us Resident" as opposed to a citizen?? (Been curious about this for a while).
For example say someone is born in Toronto but both his parents are US Citizens, he now has a claim to US Citizenship, and can get a US Passport easily (easier before 18 I believe). Now that hes a full fledged citizen, what would make him a "resident"? Is it what address your social is associated with?
