Free electricity??

Hi all,

I recently moved into a new apartment.
For awhile before I moved in, they were renovating it, thereby using electricity. As well as myself, upon moving in and until now, I am using electricity but I have yet to call ConEdison and enroll myself as a customer of theirs under this address.

The question is, who is going to pay for the electricity that is being used now and that was used by the workers who renovated the apt.?
And can I keep things this way and maybe I won't ever have to pay for electric?
How does all of this work?

if they actually read the meter every month, the landlord will get a letter
