If I was a PA resident for the entire 2015 but I worked in NY, do I need to file a NY State return too, or just PA?

Even if you're not required to file NYS you may qualify for a refund there.

If I have a rental agency business. It focuses on renting out people's apartments that live in Israel to renters that usually live in America. We take commission from both parties. Could I just make it legal in USA and pay taxes in USA,  or must it be legal as well under Israeli laws?

It sounds like an Israeli business which happens to have clients overseas. In that case, TTBOMK, you'd be required to set up an Israeli business enterprise. If you are a US citizen you'll also have to file a 1040. You may also have to pay estimated tax to the US.

Found the answer. You need to file both. Pay taxes to NY for income earned there and fill out schedule G-L for PA to exclude that income from getting taxed in PA. Just need to pay PA the difference between NY tax requirement and what PA tax requirement would have been.

my wife has a company car (its a fleet car they pay for the car, insurance, gas). Anyways they deduct post tax 75$ every paycheck for the vehicle. Can we deduct this as a employee expense its a little over 2k for the year?

the reason they deduct it is because it's personal expense for personal use and commuting, both of which aren;t deductible
furthermore unless she has a schedule c business you would be subject to a 2%floor on all unreimbursed expenses
