either they lied about where they resided and just put in a U.S. address or it was for the additional child tax credit which is UP TO $1000 per child- depending on amount of income.

As I'm buying the items in a brick and mortar shop.

Most brick and mortars will let you buy tax free if you fill out a form for them. I believe as stated above that you can get reimbursed. We once got reimbursed taxes paid on 3 years worth of materials. Our accountant filled out the form.

For example, in New York it would be this form: http://www.tax.ny.gov/pdf/current_forms/st/st120_fill_in.pdf

The people that were coming from E'Y was not for ECI, it was for additional Tax Credit (If they had 7 kids that's $7,000 per year and file for the last 2 years also, that adds up to $21,000)

Tax Credit is not a defined term.  Which tax credit? The Earned Income Tax Credit?

I am not sure that - that is correct bec that credit is based on your income. so for example in order to reach 7k of refund they would have to earn roughly $50,000 USD and if they filed it under self emplyment hen they would still have to pay 0.153% on it ( not sure what the rate was back then) so i am thinking they were coming for the EIC

The 'stimulus' remember?  Everyone was getting 'free' money except the 'rich.

It was for Additional Child Tax Credit (Form 8812), they were able to earn around 50K by counting Bituach Leumi, I'm not sure exactly how it worked

Not sure how you figure that Bituach Leumi pays any where near that amount.

Anyone know what you put in the system if the spouse does not have a ss #? Also can such a return be e-filed or only mail?

So yo saying my only method is to mail. In this case she not filing for a ITIN but rather she going through the process of becoming a U.S citizen

The real question is- technically speaking is this situation eligible for e-filing?

I am very confused. In this situation I am filing MFS- If i file as single then he will get the EIC. Is there any reason I am not allowed to do that?

You can't file as Single if you are married. You must file as either MFJ or MFS.

Also under single there would be no dependents. When an unmarried single wants to claim dependents they would use Head of Household.
