A family friend fell for the people standing at the airport with an Uber sign in their hands and took them under the assumption that they are Uber.
When they arrived at the destination he asked for a credit card and charged $185 ( normal fare is $45-50)claiming there was some sort of surge pricing.
Is there anything I can do?
Is disputing an option?

It would depend if they were charged from a car service company. If that's the case and they signed a receipt it's a lost case. Call the bank, explain what happened, and see what they say.

Best and only way is to tell the truth, explain that reason is that you were overcharged compared to price you were told before (if that's true) and that you didn't realize in the hurry. If they have a good relationship with Amex and first time fighting Amex might even take the loss on themselves.

UberXL by definition is for up to 6 passengers.. Watch out about luggage though, might be better to schedule a private ride with a bigger van if you have a lot of it.
