there was no kohen so a levi got rishon (big shul just a lack of kohanim) then a yisrael and then a levi.

  I dunno last year they wanted to give it to a different Levi (a good guy out of a job) so the rabbi looked into it and came up with a heter if they just call him up by his name and don't say "halevi"

Oh right you're a levi and you always figured you couldn't get it maybe you'll have to come here and get your chance

If there's no kohen and you call a yisrael instead, you can't call up. Levi after him.
