You will save 5¢ off per litre of fuel for every $1 you load on to your PIVOT Visa Card.
Sorry, it's save 5 cents per litre. Extra dollars just means you can fill up more litres

You can purchase vouchers with a Credit card to meet a spending threshhold and load them on to your Pivot Card and withdraw the cash at an ATM

When you need to spend 1k (Candian SPG 21k Points for spending 1k) 4x$250 vouchers=$12 2xATM=6 Total fees would be $18
That's not bad for 21k SPG

Pay as you go has no monthly or yearly fee. If I read the chart properly, you would have to pay $0.49 per purchase but you would still pay the same $3 to withdraw from an ATM.

If I save 5 cents a liter = $3.50 on a tank of gas. it should pay for itself.

I look at it as good way to meet your threshold and withdraw from an ATM
the 5 cents savings on a liter of gas is an added bonus ;)
