Without even spending a second researching I'd guess it's for seats like Jetsuites, if they happen to be going somewhere you can get a one-way seat last minute.
Otherwise it makes no sense.

Worthwhile to get it, pay $99 in AF and just wait until you spontaneously want to go somewhere?
