USAA car rental

I have an online USAA account but i'm ineligible for their bank account and membership cards. If i get a rental card quote online from them how would i be able to not get charged more at the desk once they realize i dont have a card. Any info would help, thanks

For starters you can try searching before opening a new thread.
You dont need a bank account to use the USAA CDP being a member is enough. You can show them a welcome email or a printout of your profile to prove membership.

Also if you are Hertz Gold you usually do not speak with anyone you just look at the sign for your name and get your car

The reason you can't get a bank account is because they stopped giving them to non-military members (or their family) a few months back.  I personally have a credit card from them since a year ago(and I'm not military), so they they said whoever already had one can keep it.
