I have 'heard' that some individuals closed their credit cards and had someone open new credit cards on their name without explicit permission, and all of a sudden they got large bills in the mail... So those charges would be considered unauthorized... If (and only if) the victim can prove it...

The merchant would have to prove it was authorized.

Happened a little more frightening, swiper called up the cc owner, if he can use his card, cc holder said NO! He went ahead and used his card without permission.
He had his card information since he (swiper) applied for the card

And perhaps they dont want law enforcement prying too deep into their own interactions with the banks.

With all the respect, looks like you dont know much what ages the victims are, or how much we got screwed, well whoever got screwed serious numbers, will do anything possible young or old, smart or stupid. Period

Sorry for your predicament, and I would have the same feeling of disgust as you have if I were in a similar spot, however there are those that would not take the step of reporting something to the authorities that can make another Jew (literal definition) sit in jail without speaking to a Rov/BD.

Would this risk apply to selling your miles in the gray market to a broker?
 Yes you can't loose more then you have, and obviously if you see new cards being opened you would want to put a stop on your account immediately as you can now see your cards online after adding new cards.(or was that only a replacement  replacement card?)

 Better did anyone if the past while have a negative transaction and had cc fraud when giving over your account login to sell miles?

This a question to be discussed with ones own Rov, not just rely on another Rov having told someone else it is ok, situations might not be analogous and different details (and a Rovs views) can effect your Rovs conclusion.

I may not know as much as you do, but I happen to know that plenty of the victims are between the ages of 20-30. And yes, they are 'confused and afraid' on how to approach this... (especially after you've heard Mr. Aron Twersky say they are not getting their $ back) If you're willing to offer more help to those 'YOUNG, CONFUSED, & AFRAID victims' pls let others know they can contact you for help...
