Can someone explain to me why all the surveillance video camera's show slow moving and unclear video? This is the 21st century. No one has figured out how to make a good surveillance camera??

His Rebbe holds that the man is innocent. So yes - it is a beautiful story. He's allowed to trust his Rebbe.

There are plenty of good surveillance systems out there. Trust me, your local bank is using the best of the best. The problem is that most small businesses and homeowners are not willing to spend the kind of money needed to capture and store HD video. Ultra HD video will be around 1GB every 3 minutes, which is around 13Tb per month. To account for HDD failure, you would need to double that and have it backed up twice, which is 26Tb per month. 

If I were a rich man, I would record a year's worth of 4K video with top-notch night vision equipment...

Yeah, but what's the point of having the systems if you can't make out what's going on?

Think about it, the cost of enhancing those images is probably way more than the cost of a decent security system.
