Obviously I will take them up on the offer, simply for my upcoming NYC-LAX delta flight..
But is it worth it to fly bus elite to keep the status + 100K miles?
What's the best way to find the cheapest fares in those classes (J, C, D, I, Z)?
I fly DL two-three times a year...

For sure, the miles alone are worth at least $1000, and you should be able to find a one way in those classes for a lot less. Use ITA Matrix to search. Dan has a main site post on using it. You can restrict it to delta and those specific fare classes.

I originally was using the codes to add fare classes, but in reality, only certain planes have Business Elite sections, so you're better off searching by aircraft.

The steps I took for the ticket above were as follows:
Select one way, input NYC as origin. For destination, in order to try the largest selection, I put in ORD then hit nearby and added all within 2000 miles, which is basically all of North America. Then click advanced routing codes, which will add a line between the origin and destination lines. There you can put in "DL / aircraft t:767" (without the quotes) to search all Delta flights on 767's. Then select see calendar of fares and choose a starting point for the calendar. Select business class for cabin and click search.

You can try it with other aircraft that Delta has Business Elite too, but you may have to play around with it to get the code right.

Click the link in the OP and put in your skymiles #, it'll tell you whether you're eligible or not. The offer most likely has only been extended to NY residents (based on the fact that the page header says NY LOYALTY OFFER), but just because you live in NY it doesn't mean you're eligible.

It's targeted.
And your z class ticket wouldn't help, since the ticket needs to be purchased after registering (within 60 days) for the promotion.
