It has an ou-d, doesn't list milk as an allergen (I think lactose intolerant people can actually have it)
But I called the ou and they said its not de, and if I'm makpid on C"Y I shouldn't use it.
IIRC they said you would have to wait 6 hours after meat...

ive encountered this numerous times with different foods, there are derivitives of milk that are halachicly milchig but are not legally considered dairy such as sodium casienate and lactic acid if i recall corectly. also to legally write "dairy free" it must have .5% milk or lower so it can have staight up milk in it!

In a legal anomaly non-dairy creamer is required by regulation to have certain milk derivatives in it. This is why the frum brands are called coffee whitener.

Whenever something is OU-D, I check the allergy warning. If it doesn't say milk, I assume it's really OU-DE. The OU itself says not to rely on that so ask your LOR. I would have to imagine that the allergy warning is actually more strict than halacha in regards to the presence of milk.

I've even had an instance where I was shuttling between calling a soy milk company, and the OU.
The company was very cooperative (they thought I had some serious allergies), and answered every single question I asked in regards to the cleaning process.
The bottles say 'non-dairy', and the company claims that the product is "completely dairy-free and safe for people with dairy allergies."  However, they are OU-D!
The problem is, that these same machines are used for dairy, and the cleaning process is legally sufficient to be considered safe for those allergic (they even do lab tests!), but not Hallachically sufficient to be considered kashering.
So no, the allergy warning is NOT more strict than halacha in regards to the presence of milk.

As far as the CY debate, I refer all readers back to here ;) .

Even if they just wash the equipment it would be DE and not actual dairy.

However, in the case of the packaging of the Trader Joe's chocolate chips, the allergen issue is what is stricter than the halacha.
The actual machine and the actual choc chips are pareve,
just the way that they are packaging is not a 100% guarantee that there will not be one dairy chip in all 100,000 pareve bags.
This must be the cheapest work to fix - can someone confirm with the OK and have them make a new batch that will last another year?

FYI you don't have to go as far as Israel for this. The UK version is approved kosher and is made with vodka.
