Test it
Many battery jump starters have a digital reading when you just hook up the clamps without attaching them to the battery

Buy a cheap battery tester. Or go to advanced auto or auto zone for free to test.

My question was bit more technical than that. What is a battery tester testing to know if a battery is bad?

I went to a brand name auto shop they said it needs to be replaced because the battery had low amperage. That doesn't make sense to me, other then trying to sell me a new one why would I need to replace a battery that isn't fully charged?

Well for starters. If the battery can't hold a charge that would mean the battery is going and would need to be replaced. A strong healthy battery would be able to hold charge without needing a boost. Then again fi you have any Parasitic draw that would definitely drain the battery. 
 You can use a thermo image camera to find where there's a draw when the car is off.  Flir cameras are great. They make a few different types.

It will test it under load. A multimeter can't do that.

Not a Tesla, and not my car.

I happened to have been in someone's car, and screeching sound was coming from the brakes, a noise which he never heard before... Probably just needs some new pads...
