yes but plenty of times you can get a used one for 250$ you may have to shop around to see which mechanic has one...

Any recommendations for one of these BT OBD reader?

I see this cheap one sells for $23 and a little more to use the app, with over 11k reveiws?
https://www.amazon.com/dp/B005NLQAHS/

Or the fixdapp for 60$
https://www.amazon.com/dp/B013RIQMEO/

Or the blue driver for $100 like CrisFix recommends?

Specifically looking for one that has more information when searching for the codes and other people's reports of what the problem might be versus a random OBD code reader which I have now, which cost $50 but it's not Bluetooth.

Yes I can technically Google search the code I get and see all the results versus having it in the app all the results.

Installing tires is quite easy, removing the lug nuts and installing a tire the only hard part is putting the tire on the wheel.

Go to any tire shop who does tires which would be faster and cheaper to just place the tires on for you.
Or price it out at a mechanic with tires purchased and installed, and just to install and how much you can get the tires for.

Most people who get a new tire have no idea of the quality they're getting.

My wife got a new tire at the tire store, the cheapest was $125/130, online the same tire goes for $70.

You do the math

I didn't realize but this price was for a refurbished/rebuilt compressor.
